Performance Max for Online Stores: When It Works and When It Burns Budget

The number Performance Max reports is a claim to take apart before it becomes a reason to raise the budget. Here is how to take it apart for a store in Saudi Arabia or Jordan.

The short answer

Performance Max is a single Google Ads campaign that shows a store's ads across Search, Shopping, YouTube, Display, Discover, Gmail and Maps, with budget allocated automatically toward a conversion goal. It works for ecommerce when the product feed is clean, conversion value is close to cash collected, and brand searches are excluded or measured. It burns budget when it is credited for sales that would have happened anyway.

The bottom line

  • Do not launch Performance Max until you know the gap between Google Ads conversion value and the money you actually collect after cancellations and returns.
  • Separate searches for your store's name: exclude your brand and run a brand Search campaign, or measure the brand share monthly in the search terms report.
  • Use custom labels in the feed to separate clearance items and margin tiers, so one product cannot swallow the budget.
  • Judge the campaign on non-brand value after cancellations, against the break-even ROAS for your margin.
  • Read the Channel performance page monthly: the channel taking the spend should be the channel bringing the value.

Performance Max works for an online store when the product feed is clean, conversion value is close to cash collected, and searches for the store's own name are kept apart from it. It burns budget when it is rewarded for sales that would have arrived anyway, or for orders that are refused at the door.

Performance Max is a goal-based Google Ads campaign type that serves ads from one campaign across Search, Shopping, YouTube, Display, Discover, Gmail and Maps, driven by Smart Bidding, your product feed and the creative assets you supply. I treat the number it reports as a claim to take apart before it becomes a reason to spend more. This article belongs to the Google Ads audit checklist, and its platform details are valid as of October 2026.

What is Performance Max, and where do its sales come from?

Performance Max sales come from a mix that the campaign reports as one number: people who searched for your store's name, people who searched for a product without knowing you, and people who saw an ad on YouTube or Discover and came back. The campaign's real value sits in the second and third groups. Much of the first would have reached you through your free listing or a cheap brand campaign.

The store reaches the campaign through its Merchant Center feed: title, image, price, availability. That is why I say the feed is the campaign. Every fault in the feed becomes a fault in the ads, however good the bidding is.

What has to be in place before you launch?

Five conditions, all checkable in a day:

  1. Conversion value you can relate to cash. In a store that sells with cash on delivery, an order is recorded before it is paid, and some are refused on delivery. Know that rate from the store report before you give bidding a target.
  2. A feed with no account-level issues, best sellers approved, and titles in the language your customers search in, Arabic, English or both.
  3. A written decision on your brand name: exclude it from the campaign, or measure its share?
  4. Enough conversions to learn from. For Target ROAS on Search and Shopping, Google asks for at least 15 conversions in the past 30 days. I use that as the reference point before setting any ROAS target on Performance Max.
  5. A review date. Google recommends reporting values for four weeks or one to two conversion cycles before setting a target. Put the date in the calendar before launch, so nobody judges the campaign on day three.

When does Performance Max burn budget?

In three situations that are common in store accounts:

  • When it is rewarded for your brand. If much of the campaign's value comes from terms containing your store's name, a high ROAS is measuring your customers' loyalty, not the campaign.
  • When it learns from orders that will be cancelled. Bidding chases whatever you call a conversion. If cancelled and returned orders count at full value, the campaign learns to bring more customers who look like the ones who cancel.
  • When one product swallows the spend. The campaign leans toward products that sell easily, one of which may carry a thin margin, while slow-moving products get almost no impressions. The fix starts in the feed; clearing the stock itself is covered in slow-moving stock.

The product feed is the campaign

A good feed tells the campaign what you sell and to whom. Check four things: titles in the words people actually search, in Arabic and English where needed; clean images; price and availability matching the product page; and disapproved products with their reasons, covered in Merchant Center disapproved products.

Then use custom labels. Merchant Center offers five fields, custom_label_0 to custom_label_4, each with up to 1,000 unique values, and Google's own examples include season, clearance, selling rate and margin. My practical setup for a Saudi or Jordanian store: one label for margin in three tiers, one for clearance, one for season (Ramadan, National Day, White Friday). With those labels you can split products into separate asset groups or listing groups, and give clearance items their own budget and target.

What changed in Performance Max reporting in 2025 and 2026?

Performance Max used to be largely a closed box. That changed over the last eighteen months:

Should you exclude your brand from Performance Max?

For most stores with real demand for their name, I recommend excluding the brand from Performance Max and running a separate brand Search campaign with a budget that never runs out. Brand exclusions in Performance Max apply to Search and Shopping ads, also cover common misspellings of the name, and let you keep Shopping ads serving on your brand terms if you choose. Google describes this as the recommended setup if you manage brand traffic in a separate campaign.

When would I leave it in? In a new store that almost nobody searches for by name, or where no competitor bids on your name and you want the simplest possible structure. Either way, measure the brand share in the search terms report monthly, and revisit the decision if it crosses a threshold you wrote down in advance.

When Performance Max and Standard Shopping compete for the same products, Google says the campaign with the higher Ad Rank serves, so the two do not bid each other up.

Performance Max readiness test

Six conditions. Score one point for each that is met.

Score: 6 of 6: launch. 4 or 5: launch with a date to fix the gap. 3 or less: fix first, because the campaign will learn from bad data.

How should you judge a Performance Max campaign?

Judge it on value not tied to your name, after cancellations and returns, against the break-even ROAS for your margin. Break-even ROAS is 1 divided by gross margin: a store with a 40% margin needs a ROAS of at least 2.5 to avoid losing money on the ads. More in ROAS versus revenue.

Hypothetical example, rounded numbers: a Saudi store with a 40% gross margin. Performance Max reports SAR 168,000 in conversion value on SAR 36,000 of spend, a ROAS of about 4.7.

  • From the search terms report: SAR 56,000 of that value came from terms containing the store's name, on SAR 4,000 of spend.
  • Non-brand value: SAR 112,000 on SAR 32,000, a ROAS of 3.5.
  • After a 10% cancellation and return rate: SAR 100,800, a ROAS of about 3.15.
  • Gross profit on those sales: SAR 40,320, leaving SAR 8,320 after ad spend.

The campaign is profitable, but its safety margin is far thinner than 4.7 suggests. The decision to raise the budget rests on 3.15, not 4.7.

Then read the Channel performance page. If Display or YouTube take a large share of spend with little value, review the creative assets and audience signals before judging the whole campaign. And compare the trend in total store sales, not the campaign figure alone.

At Argan Package in Saudi Arabia, Google Merchant Center delivered a 25% ROI within three months of launch, during my work with the store between April 2024 and December 2025, when I led a team of eight alongside my role at CoderZ. The figure belongs to the channel as a whole, not to one campaign type, so I do not credit it to Performance Max alone. What it supports is the principle this article is built on: the channel starts with the feed.

Run the readiness test on your account this week, starting with conditions 1 and 3, because they change how you read every number after them. Is Performance Max good for a new online store?

It runs from day one, but automated bidding learns from conversions, and a new store has few. I recommend starting with Search on the clearest-intent terms plus Shopping, then moving to Performance Max once the feed is clean and conversion volume is enough to judge.

Should I run Performance Max alongside a Search campaign?

For most stores, yes. Google says a Search campaign with an exact-match keyword identical to the query takes priority over Performance Max, so Search protects your name and your most important terms. Keep it from being budget-limited, because Performance Max may then serve on those terms.

Why does Performance Max report more sales than my store shows?

Usually for three reasons: Google Ads credits sales by its own attribution model while another platform may claim the same sale, value is recorded at checkout before cancellations and returns, and an order may be counted twice by two tags. Reconcile the campaign figure against paid orders in your store report every month.

How do I see search terms in Performance Max?

In the Google Ads search terms report, choose "Search terms and landing pages for Performance Max" from the drop-down. It shows the searches that triggered the campaign's ads, with ad format and landing page, includes data from March 2023, and lets you add negative keywords.

What budget does Performance Max need?

There is no figure that fits every store. Work out your maximum cost per order from your margin, set a budget that allows enough orders to judge within four weeks, and use the low, medium and high suggestions Google shows in the budget panel. If your budget cannot cover that, a narrower Shopping or Search campaign is the better start.
